It’s DIZZY DEVIL, from Tiny Toon Adventures!
Tiny Toons was an early-90s update to the Looney Tunes concept, with the “Next generation” of Warner Bros. characters going to school at “Acme Looniversity” and being taught by the classic characters. They all resembled their mentors, and Dizzy was the little, purple, adorable version of the Tasmanian Devil.
